An impact window is two pieces of glass with a structural plastic interlayer (PVB or SentryGlas) bonded between them. When struck by a 9-pound 2x4 at 50 ft/s (the ASTM E1996 large missile test), the outer glass shatters but stays bonded to the interlayer, which absorbs the impact and prevents penetration. The window is then subjected to 9,000 cycles of pressure differential simulating sustained hurricane winds. Pass both, you get the impact rating.

Plywood and storm panels are cheaper for hurricane protection but require deployment hours before the storm and storage afterward. Accordion or roll-down shutters cost $35 to $75 per square foot installed and need annual maintenance. Impact glass is permanent, requires zero deployment, and provides daily benefits (UV blocking, sound attenuation, security) that shutters do not. For owner-occupied homes we recommend impact glass; for vacation properties, shutters can be the right call.
